Denise has released Noize Retro, a freeware adaptive noise generator effect in VST, VST3, AU, and AAX plugin formats for digital audio workstations on PC and Mac.
Noize Retro is a slimmed-down version of Denise’s premium Noize 2 effect. A very similar effect called Noize Arcade was recently offered as a free download via Plugin Boutique. Noize Retro features the same noise sample used in Noize Arcade and sports virtually the same user interface except for some minor cosmetic differences.

The noise can either be played at constant volume or adapted to the volume of the processed audio track. When the latter option is used, the generated noise acts as a sound layer that is only audible when the original audio is playing. The user can fine-tune the noise volume, its tone, as well as the attack and decay time to allow for smoother blending with the processed audio signal.
As a creative effect, Noize Retro can work well for adding grain and texture to cleanly recorded drum samples, synths, or even vocals. Try using it to process drum machine samples together with the slightest amount of bit reduction (here’s a list of freeware bitcrusher plugins for your convenience) to emulate the sound of vintage hardware samplers.

onI would say its exactly the same as the Arcade plugin. Doesnt really matter though, as thiis is a unique freebie to have.
